The Philippine National Police (PNP) delegates headed by General Rhodel Orden Sermonia, The Deputy Chief for Administration together with PMGen Eric E. Noble, TDIDM; PMGEN LEO M FRANCISO, TDO; PBGEN NEIL B ALINSANGAN, TADICTM; PBGEN PONCE ROGELIO I PEÑONES, DPL and other PNP personnel actively participated in the Opening Ceremony of the 91st Interpol General Assembly held in Vienna, Austria, from November 28 to December 1, 2023.
During the assembly, the PNP delegates engaged in impactful bilateral meetings with counterparts from Hong Kong Police Force, Qatar Police and other international police agencies, fostering collaboration and discussing key matters of mutual interest. The Philippine delegation included representatives from the Department of Justice (DOJ), Department of Foreign Affairs (DFA), National Bureau of Investigation (NBI), Bureau of Immigration (BI), and the Office of the Secretary for Anti-Illegal Drugs/PNP Counter-Terrorism Center (OSETC/PCTC) led by Undersecretary Jesse Hermogenes Andres together with ASEC Allan L Deniega.
Key events on November 28, included a welcome reception and opening ceremony hosted by Austria at the Austria Center Vienna. Discussions primarily focused on the provisional draft agenda and resolutions, covering important topics such as the Adoption of the Agenda and the Appointment of the Ad Hoc Committee responsible for all proposals related to amendments to the Constitution or General Regulations. The committee comprises of five members, three members elected by the Assembly and two members of the Executive Committee.
One notable agenda was the application for membership by the Republic of Palau, subject to the approval of a 2/3 majority of the Members present and voting.
Projected activities for the delegation includes participation in sessions covering vital agendas and themes such as Connecting Police – 100 Years and Beyond: Emerging Trends, Operational Impact & Preparedness for the Future; Police Cooperation – 100 Years and Beyond: Technology, Tactics, Trust; Strengthening Global Frameworks for a Safer World; Critical Global Crime Threats – A Deep Dive; 100 Years – Together Towards a Global Strategic Alignment for an Integrated Security Architecture (General Assembly Resolution); Strategic Planning and Resources; Report of the Commission for the Control of Interpol’s Files; Operational and Strategic Partnerships; Developing and Retaining Talent and Diversity into the Next Generation; and Applications to Host the 93rd Session of the General Assembly in 2025.
The delegation’s itinerary includes projected activities such as an official dinner hosted by Michael Ludwig, Mayor and Governor of Vienna, at Vienna Town Hall on November 29. On November 30, the delegates are scheduled to attend receptions hosted by the United Kingdom at the British Embassy and Brazil at the Melia Vienna Hotel.
In a diplomatic gesture, the PNP delegates also paid a courtesy visit to the Philippine Ambassador to Austria, Evangelina Lourdes Arroyo Bernas, at the Philippine Embassy. This visit further emphasized the Philippines’ commitment to fostering strong diplomatic ties and collaboration on matters of mutual interest.
The PNP remains committed to international cooperation in addressing global law enforcement challenges and looks forward to fruitful collaborations during the 91st Interpol General Assembly.
